Method 1:

This method is recommended, but is more time consuming as it involves restoring data from a backup. It is also important to note that you will only be able to restore from the last iOS 9.2.1 compatible backup and will lose data since upgrading to iOS 9.3.

Download the iOS 9.2.1 firmware file for your device. Connect your iOS 9.3 device to your computer.

Launch iTunes and select the iOS device from the top left corner.

Hold down the Alt/Option key on Mac or the Shift key in Windows on your keyboard and click Check for updates instead of restore.

iTunes will announce that it will update your iOS device to iOS 9.2.1 and will verify the update with Apple.
