This means that the clearance between the swing arm and the valve should be at its maximum, and you can twist the swing arm back and forth a bit (that’s the clearance). You can also remove the spark plugs, place the intake manifold in the cylinder and crank the engine until you feel the pistons at full height, both valves fully closed (note that there are two positions in a 4-stroke engine). where the piston is its maximum height in the cylinder.
