To gain access to A Broken Will, you need to first complete all of The Taken King story quests, including the final quest on Dreadnaught, Regicide. When this happens, you will move on to another quest, the Dread Patrol. To get this quest, head to the Tower and visit Cayde-6 in the Guardians Lobby.
